An appraisal is prepared for a named client and for the intended users identified in it. Nobody else is entitled to rely on it. If an additional party needs to be able to rely on a report, that has to be built into the assignment at the start; it cannot be added afterward.
No assignment is accepted where the fee or the engagement depends on reaching a predetermined value, on a direction of value, or on the outcome of any proceeding.
